The town of Aqua City is losing its water and all the SuperHeros have disappeared. The deputy mayor must resort to the local temp agency and hire ordinary everyday unemployed citizens to fill the SuperHero void. In the end these average citizens not only fill the superhero void but foil the Deputy Mayors evil plot to rid the world of water. They show us that “Anyone can be a SuperHero”
